The thing is, it doesn't take long for a new efficient pump to pay for itself when you start calculating energy efficiency. Break even point is usually about one year of constant running, where your free pool pump starts costing you more per month in electricity then the money you would have saved buying a new, more efficient, pond pump. Don't be fooled though, some pond pumps aren't very efficient either. Make sure you compare the specs. For that mater, some commercial pond filters are pretty bad too.

That area is part of a natural drain system. All sorts of things flow into that area, including weed killer, fertilizer and whatever else people put into their land.
If you opt to put in a pool, which you probably could do, you would need to figure out where all that natural water accumulation would go and who you'd be making angry and what problems you'd be creating.
My recommendation is that you simply landscape around it so that you can approach it better, let nature do it's thing and enjoy what a good thing you've got.
